From the dissent: “Particularly given the very lopsided allocation of burdens and benefits occasioned by California’s wholly novel effort at ammunition background checks, the balance of equities, if anything, tips sharply against Appellant here. For these reasons, I would deny the request for a stay of the preliminary injunction. I respectfully dissent.”
