Apparently, even with ‘the good and welfare’ thing in print, the federal government cannot mandate vaccinations to the population, only to federal employees and military personnel ‘who need it’ to perform their jobs as tasked.
However, ‘the several states’ can mandate vaccinations to their citizens - SCOTUS opinion in 1905, upheld at least twice that I know of….. Look up the case: “Jacobson v. Massachusetts”, 197 U.S. 11.
