In 1918, the Spanish flu was far more deadly than this coronavirus. But police, as far as I know, took none of the steps listed above. They enforced mandatory mask laws in some cities, but that’s about it. In SF the mask law was enacted by the city council and was not an open-ended “emergency” decrees. (Also as far as I know although taverns and theaters were shut down, there were no “emergency” “stay at home” decree despite a much higher fatality rate.)
To sum up: Today, #MediaJackals are much more prone to scare-monger, Americans are more prone to panic, politicians are more prone to announce anti-constitutional “emergency” decrees, and police are more prone to enforce them.
